Dailymirror.news,Hyderabad, June 1, 2025: After a decade of providing services, Dr BR Ambedkar Open University (BRAOU), based in Telangana, continues to wait for nearly Rs 600 crore in reimbursement from the Andhra Pradesh government. Despite delivering education services to AP students and maintaining 72 study centres, along with paying pensions and staff salaries, the AP government has not settled these dues.

As per the 10th schedule of the AP Reorganisation Act 2014, BRAOU was mandated to serve both Telangana and Andhra Pradesh until June 2024, or until an agreement was reached for bifurcation. However, no formal agreement was signed.

The situation escalated to the Telangana High Court, which issued interim orders requiring the AP government to pay the salaries of staff working in AP study centres. It also directed BRAOU to continue serving nearly 50,000 AP students. While salaries were eventually covered by AP, the reimbursement for other operational costs, totaling nearly Rs 600 crore, remains unpaid.

“BRAOU has provided services to AP students for nearly a decade, but the AP government hasn’t reimbursed any expenditure towards these services. The matter has been raised with the Telangana government,” a senior university official stated.

Moreover, the University Grants Commission (UGC) rules dictate that universities must operate strictly within their state boundaries. With the 10-year transition period concluding on June 2, 2024, the Telangana government directed BRAOU to stop admissions and services for AP students from the 2024-25 academic year. Following this directive, BRAOU officially ceased operations in AP study centres from January 2025.
